I have seen this man too.
He visits the Harajuku/Yoyogi park area in tokyo.
When I saw him he had a yellow apron over a green China dress. He had the same sort of hat and glasses, but had a fishbowl in the centre of the hat.
Oh.. and zeta. But in Japan, zeta was probably the most normal thing he was wearing.

There’s another guy running around Tokyo who wears a soccer jersey and a white helmet. Saw him the other day in Shibuya.
