The photo was taken in South Africa, and it has to be a rather old photo too. You can see it from the license (number) plates on the car (Blue Golf). 3 letters, 3 numbers and ending with ‘T’ for Transvaal. The province has now been renamed so the number plates end with GP instead of T.
So seeing it was taken in South Africa, it’ll explain the gun on his head and tyre around his waist (which is a way they use to kill people here)

The tire thing is called “necklacing”. Once a tire burns, there is just about no way to put t out – ergo the wearer of the ‘necklace’ dies.
Other symbolism to maybe notice – on the head are the horns of the springbok – old national emblem and name of the national rugby team – a complete opposite of a ballarino.
And finally, as to the traffic sign, the S with a diagonal bar signifies ‘No Stopping’ in South Africa
