You may have. This is from a movie called Hideous. The woman in the mask is trying to steal a deformed fetus from a man who specializes in selling medical oddities to rich eccentrics. It is later discovered that this particular deformed fetus is still alive and has bizarre mental powers. It reanimates some other miscarried, deformed babies and starts terrorizing people.
It’s never fully explained why the woman is topless in that scene. Perhaps furries are involved somehow.
After seeing the ending to the new Kill Bill: Vol. 3, the producers immediately threw those who pitched it out the window into rush-hour traffic.
