It looks like it’s from a French anime/manga convention, “Japan Expo”, the fur thing is the mascot of the convention, the red thing might be a cosplayer, an obscure guest star, or even a guy from the staff who was picked to warm the crowd and present the events (I don’t know how it’s called, sorry I’m not a English native speaker)
