They look like the temporary tattoos that children wear.
One notes that she does not have an actual filter element attached to her gas mask. Thus the mask protects the user from nothing at all.

I like Doctor Who as well, but I think I’ll accept that the joke has been played out without my help.
I was in a (ahem) pipe shop a couple of years ago and I saw one of these with a bong attached to the end of the hose.
I think that the dichotomy of this photo is too ‘in your face’ to be effective. I see it as a young photographer trying way to hard to either make their statement, or just look uber industrial awesome.. because gas masks are so ‘kewl’ especially on a child.

I always thought that the cabbage patch smelled kinda’ rough on a hot summer’s day, too.
Kind of reminds me of an Adrian Mitchell poem… a portion of which reads:
