It looks like the road used to be 45 mph and some genius in a corner office decided to tell his possy of engineers to “halve” the speed of the road (thinking that maybe they would make it 20 or 25). 1/2 of 45 is 22.5, so maybe a smart-alek civil engineer just literally slashed the speed in half.

Actually, I tend to think that the speed limit on that road used to be 45mph and some committeeman said it needed to be cut in half, the motion was seconded and carried. And the 22.5mph limit was born.

If it is private property, like a shopping mall parking lot, you can sign whatever the hell you want (depending on the state). I’ve seen some strange speed limits in parking lots, eg. 7mph, which is impossible to judge on many cars. You can’t be cited for speeding on private property in these states, although you can be cited for reckless driving, I believe.

Even odds that whoever posted this sign just did it to draw attention to the speed limit. It worked, I guess.
