Maybe she’s supposed to be Barbara Maitland from BeetleJuice? Except that Barbara’s eyes are supposed to be in the back of her throat… but that’s the first thing that came to my mind.
That is the typical beak mask (with head cloth), worn during the period of the Black Death / Great Plague, to protect the wearer. (Usually a doctor.) [Click my name for the link to the Wikipedia article with pictures.]
But without the rest of the protective outfit, it’s of course useless.
I thought that was what it was. I thought they looked a little less like beaks though. What a creepy and ineffective way to avoid disease.
One can’t be too careful during flu season,
though I bet this causes a stir on the bus.

Huh. I was wondering where they got the inspiration for pyramid head.
This doesn’t look exactly like a plague doctor’s mask: their masks generally had built-in goggles, as well as an area in the “beak” to store herbs that were believed to ward off the plague (thus the beak shape). This is pointy, metal, and not self contained. *shrug*

Notice, the beak is open in this photo. Thus, I’d be willing to bet it’s not a plague doctor mask. As generally they had a solid, single beak, used for filling with herbs(also, as mentioned in another comment, plague masks had lenses for the eyes, as the idea was to cover as much as ones skin as possible).
Of course, the white dress kinda kills the idea of a plague doctor anyway.
I’d be more inclined to agree with the ‘Barbara Maitland from BeetleJuice’ comment.

I think this looks more like a nun in a child’s body. You can tell because she’s wearing a wimple. This is what all nuns look like to me, just bigger and in all black.

You really have to wonder about the environment this poor child is being raised in. Not the costume,……..what kind of sick parents would paint their walls that color?
