Holy mackeral (heh), I think I know what this is from. Some crazy old Marvel comic with teams of smart animals in power armor. The dolphin was one of the good guys, of course. I think his counterpart on the evil team was an octopus that moved around via treadmill.
Nice catch. Wonder why the octopus always gets the unfavorable ink?

I know where that pic is from. It was taken at a past Anthrocon (http://www.anthrocon.org/). Judging by the hotel decor, it was at the late Adam’s Mark hotel in Philadelphia. Being an Anthrocon attendee myself, I recall seeing that costume at the convention in 2003 or so. But I might be off on the year.
