I actually know what this is! It’s from the CowParade. There was one in my city, and you can still buy mini-versions of the cows as souveniers here. Artists paint/sculpt unique cows, then they’re on display all over the city for months, and in the end the cows are auctioned off and the money donated, or something.
I have volunteered at Plimoth Plantation for two years so I see this every Thursday! It’s great when visitors need to know where the restrooms are and I get to say: “go down the hall, it’s on the right just before the Mooflower.”

a bunch of these cows were on display in boston for a while, and then people bought them. I guess plymouth plantation was one of those people
