If it was taken in a place like Japan, that’s why. They don’t allow actual genitalia to be shown – even artificial ones. That’s why their vibrators are shaped so weird with little animals and pearls in the shaft.
This, from a country, mind you, that went from have no age of consent to saying when you’re 12 you’re old enough to consent to sex.
If they don’t allow even cake pubes (dyed coconut, I presume), then please explain the fertility festival (Kanamara Matsuri). This doesn’t add up.
This is okay in Japan, otherwise IT WOULDN’T HAVE BEEN MADE OR PHOTOGRAPHED IN PUBLIC TO BEGIN WITH. It was censored by someone who thinks that all nudity is sexual. People need to realize that things like this are okay.

And you need to realize that with people, all things are sexual.
They don’t allow publication of pubic areas in photographs or pictures. Up close and personal is another mater. Even their shrimp are shaded.
Japan loves genitalia (and really, who doesn’t?), but my understanding is that there are strict laws against making or distributing “obscene” images, and lots of confusing legal precidents about what actually constitutes an “obscene” image. Some publishers have gotten in seriously hot water violating these laws.
So most publishers in Japan censor image of genitalia except when it’s something they know for sure is acceptable (eg. Kanamara Matsuri, medical texts). If a publisher steps past that guideline, they risk thousands in fines and years of legal battlesor even arrest and possible imprisonment.
The most hilarious thing is when they censor a penis with just a tiny strip of black across where the head meets the shaft. Uh, yeah, you go editor, that really keeps us from being able to tell it’s a penis.
