LOL this is actually around the corner from my house and there is a perfectly logical explanation for it. In August, the entire area is filled with motorcycles coming to Sturgis. That shop is a chainsaw and lawnmower repair shop. Out front they have several large logs to test the saws out on. Apparently they got tired of the bikers stealing their wood.
They only cover it during the rally.
