The slum in the picture makes me think it’s Rio de Janeiro, and the black uniform makes me think he’s a part of BOPE, basically SF police there, but can’t confirm that, since I don’t see the any insignia (their’s being the “faca na caveira”, or knife through the skull).
Anyway, whatever he is, he’s sure to catch hell from his buddies for this one.

If you look at the other doorways, the “girls” working that street aren’t exactly the ones charging high dollar I’m betting. If he has to walk that street often, he’s probably gotten used to the sights and is now in his happy place, not looking to the left or right if it can be helped.
