It could be cardboard cut-outs. When I was younger some idiot would put a cut-out of a cat with what I think was tin foil eyes in the middle of roads in our area. It was pretty dangerous since the driver’s first reaction is to swerve out.

Oh, yes, most definitely Photoshopped. The animals are from an old German folk tale called “The Musicians of Bremen,” which culminates in the animals all stacking themselves like this so they can peek into the window of a house full of robbers.
It’s definitely not the statue, and those are real animals, their eyes are reflecting. Photoshopped, but still a cool concept.
Isn’t this based off a story with three thieves taking over their house and those animals are planning on taking it back? Some kind of kid’s fable or something?

This is actually from the Germanic folk tale, “The Four Musicians of Bremen”, so I’m going to guess German or Austrian funsters did this.

There’s been a time-warp. Note the fuzzy outlines, and they almost seem transparent.
Perhaps they are ghosts! (actually, the photo looks much like the ones taken of “ghosts” over the years. Perhaps a similar technique was used?)
