Apparently, this stuff is big in Japan.
Well that finally explains why I saw something similar in a truck race arcade game, I forgot the name.
It’s called dekotora. Whoever entered this stole it from the wikipedia page. How lame.

I saw the game you’re referring to in a movie theater arcade once but I’ve forgotten its name too. I do remember that Sodom from Street Fighter Alpha II has his dekotora in his stage background. It’s only slightly pimped out compared to the one in the photo.

I always feel guilty for enjoying these conspicuous-consumption-type things, but, gosh, how can I not love this. Seeing this or similar on the road would keep me smiling all day. I guess it’s just the gypsy in my soul!
