It’s actually a test strip area for road painting crews. You use the useless 1 mile stretch of road you had built behind the DoT lot so the folks running the road painting machine do not get their practice on I-95 during rush hour! It is also where they brought the machine at the end of the day to use the high-pressure air compressor to clean out the paint nozzles.
There, I spoiled everybody’s fun with this (except for those of us who got to run the paint truck!)
That’s a “practice/test” road. You’ll find them all over the world just off highways and other roads with a wide “right of way”. No one lives there and they only ever lead to DOT (Department of Transportation – or whatever) sites. Many just dead end.
